On Sunday, the Baltimore Orioles agreed to a one-year deal with free agent pitcher Justin Duchsherer, pending a physical that should happen later this week. Duchsherer is a two-time All-Star thanks to the rule that says every team must have one All-Star, and has missed most of the last two seasons with injuries, but is expected to start for the Orioles if he’s healthy.

Duchsherer’s contract is structured around his health and how many starts he makes in 2011. his base salary is just $700,000, but it jumps to $1.1 million if he makes Baltimore’s 25-man roster and can go as high as $4.5 million if he starts 30 games. Duchsherer started a career-high 22 games in 2008, then missed all of 2009 and pitched in just five games in 2010. Over those 27 starts from 2008-2010, he had an ERA under three, and playing in Oakland probably isn’t that much better than the putrid wasteland that is Baltimore Orioles baseball.

Word is Duchsherer picked the Orioles over the Nationals and Mariners because he’d have the best opportunity to start and would be closest to his kid in New Jersey. But his agent also claims things are looking up for the Orioles. “Obviously the toughest division in baseball,” said agent Damon Lapa. “But you look at the changes that have been made, I think it’s very suffice to say that, at least on paper, they are the most improved club in Major League Baseball.”

Something tells me Duchsherer doesn’t really buy that, but knows if he can stay healthy for a year and pitch decent for an awful Orioles team, he’ll be able to cash in somewhere else next offseason. “Honestly, I feel like I’ve proven when I’m healthy, I’m a very good Major League pitcher,” he said last week before signing. “The only thing I have to prove is [if] I can do it over the long term.”
